The High Court has issued temporary orders
barring the ICT Authority Board from terminating the employment of CEO Stanley
Kamanguya, pending the hearing and determination of a petition he has filed.

Nderi certified the matter as urgent and directed that the petition be served
and responded to within five days.
“Meanwhile, an
injunction is issued restraining the Board from discussing the matter of the
petitioner’s reappointment, pending the hearing and determination of this
application,” the court ordered.
In his
petition, Kamanguya states that on March 6, 2025, the Board of Directors
approved and recommended his reappointment to the Cabinet Secretary for ICT and
the Digital Economy for a new term beginning August 8, 2025.
He further
claims that on March 10, 2025, the Cabinet Secretary formally reappointed him
in line with the Board’s recommendation.
“The question
concerning the petitioner’s reappointment as CEO of the ICT Authority is
currently pending before the court,” the court documents state.
Despite this
ongoing legal dispute, Kamanguya alleges that the ICT Authority Board has
issued a notice for a special meeting scheduled for Tuesday, July 1, 2025, at
9:00 a.m. The agenda includes a discussion on the minutes of the Board meeting
regarding his reappointment.
Kamanguya
argues that proceeding with such discussions while the matter is before the
court would be unlawful and prejudicial.
“It is only
fair, lawful, and in the interest of justice that the application be allowed,”
the petition reads.
The court has
scheduled the inter partes hearing for July 7, 2025.
