Kilifi County under probe for purchase of 11-acre land at Ksh.308M

The Ethics and Anti-Corruption Commission (EACC) has launched investigations into the purchase of an 11-acre piece of land by the Kilifi County Government at a cost Ksh.308 million.

According to EACC, the land situated in Mtwapa was purchased in October 2014 for the construction of a market and bus park during Governor Amason Kingi’s first term in office .

EACC wrote to the current County Secretary Arnold Mkare on December 19, 2018 asking for personal files of former county secretary Owen Baya, who is currently the Kilifi North MP.

According to EACC, when the Ksh.308 million figures are broken down, it means Kilifi County spent at least Ksh.28 million to buy each acre.

Sources indicate that EACC, under the direction of the Office of Director of Public Prosecution (ODPP), launched investigations last week.

 

When contacted, Kilifi County Secretary Arnold Mkare said he was out on leave and will respond after receiving the letter but a closer look at the letter shows it bears a stamp indicating it had already been received by Mkare’s office.

“This commission is carrying out investigation into allegations of irregular purchase of land for a bus park in Kilifi County. To facilitate our investigations, please give us the personal file for the above mentioned (Owen Yaa Baya) former county secretary,” the letter by EACC deputy boss Salat Ali stated in part.

The Kilifi County Government had advertised for the purchase of land in October 2014 for a minimum of 10 acres, on the Mombasa-Malindi highway and no more than four kilometres from the Mtwapa Bridge.

On April 1, 2015, the county notified Furure Link Ltd through a letter Ref No CG/KLF/ADM/67/VOL.1/110 of their acceptance offer.

“Your tender for the purchase of land amounting to Sh308, 189, 651.00 exclusive of all taxes and incidentals is hereby accepted,” stated the letter by Roads and Public Works Chief Officer CK Kazungu.

The title deeds to the land were issued to Future Links Ltd on October 1, 2014 and on April 20, 2015 Future Link Ltd through its manager Bryon Mwangola, in a letter addressed to the chief officer, accepted the tender and pledged to comply with the requirements.
