IG Mutyambai says salary deductions for graduate police officers to be resolved

Graduate police officers can now relax after Police Inspector General Hillary Mutyambai agreed to investigate the welfare of graduate officers whose salaries were drastically reduced, resulting in complaints from the National Police Service.

Regional commanders have now been instructed to submit the names of their graduating officers in their jurisdictions to Vigilance House.

In a November 26 memo, all junior graduates were asked to submit their documents.

“Urgently submit a list of graduate officers of other ranks from your respective command… your replies to reach this headquarters in Excel format by November 29 at noon without fail,” said the memo.

The list will be handed over before President Uhuru Kenyatta attends the passing out parade of about 2,610 at the National Police Training College in Embakasi, Nairobi.

The group of about 1,000 cops said they had received their November payslips, which showed that their pay had been cut by about Ksh. 30,000.

The officers, who have been earning Group J "Inspector of Police" salaries under the designation "Graduate Constables" were shocked to receive group F salaries which are equivalent to the salary of police constables.

An Inspector of Police earns a basic salary of Ksh.57,300 and this includes the officers who graduated before 2016 while the non-graduate in job group F earn a basic of Ksh. 31,000.

They also enjoy a monthly house allowance of Ksh. 24,950 while those in the Constable rank earn Ksh. 14,300.

The salary downgrade affected officers from all formations, including the Directorate of Criminal Investigations (DCI), with fears that many of them could engage in crime to supplement their income.

The affected group had protested and planned to move to court to challenge the move.

They said it was not the first time police authorities are asking for the documents.
