Manyatta MP demands answers over inactive Rehabilitation Fund amid drug abuse crisis

Manyatta Member of Parliament Gitonga Mukunji has raised concerns over the inactive state of the Rehabilitation Fund established to combat drug and substance abuse in the country.

Speaking in the National Assembly, Mukunji highlighted the escalating prevalence of illicit brew consumption and narcotic drugs, stressing the devastating impact of addiction on individuals, families, and society at large.

"Communities across the country have grappled with the issue of drug and substance abuse, with the consequences adversely affecting individuals, families, and the society at large," said Mukunji. "This alarming trend underscores the urgent need for holistic strategies to combat substance abuse effectively and holistically."

Regarding the Rehabilitation Fund, Mukunji pointed out, "Section 53 of the Narcotic Drugs and Psychotropic Substance Control Act of 1994 provides for the establishment of a rehabilitation fund to meet the expenditure relating to the running of rehabilitation centres including the care and treatment of rehabilitated persons struggling with drug and substance abuse." 

He emphasized the gap in its operationalization and implementation, stating, "Despite the provision, there exists a gap in the operationalization and implementation of the Rehabilitation Fund which hampers efforts to combat substance abuse effectively."

The MP went ahead to ask for a comprehensive report from the Departmental Committee on Health on rehabilitation centres, explaining why the Rehabilitation Fund was not in operation.

He further wants the committee to provide a report of rehabilitation centres in the country operated by the government and outline measures put in place to help individuals struggling with drug and substance abuse.

"It is against this background that I request for a statement from the chairperson of the Departmental Committee on Health to provide a report of rehabilitation centres in the country operated by the government," he stated.
